The numbers come from a commercial solver's precomputed solution for a 6-max cash game at 100 big blinds, with a 5% rake capped at 0.6 bb, opens sized by the solver (2.3 bb here) and several bet sizes on each street. At this decision the cutoff can check, move all in or bet a third of the pot, half the pot, three-quarters of the pot or 1¼ times the pot. Two players see the flop.
